Some of the top five states for the number of people insured under a government plan include California, New York, Hawaii, Massachusetts and Massachusetts Bay.

In addition, five states have the most residents in the state who have some form of government coverage: Arizona, Florida, Georgia, New Jersey and Virginia.

All of those states have relatively high numbers of uninsured people.

However, the states with the lowest numbers of insured residents include New Jersey, New Mexico, Pennsylvania and Texas.

This makes the four states with a majority of uninsured residents the states most likely in 2020 to have coverage.
